Presentations: Brazilian Minister of Science and Technology and Brazilian Minister of Culture

DocMontevideo is honoured to welcome the Brazilian Minister of Science and Technology, Aloizio Mercadante, and the Brazilian Minister of Culture, Ana de Hollanda, both of whom will make a presentation in the meeting room at the Solis Theatre (Teatro Solís) on Monday 25 July at 18.00.

Aloizio Mercadante – Brazilian Minister of Science and Technology

Aloizio Mercadante graduated in economics from the University of Sao Paulo (USP) and has a master’s degree in economic sciences (1989) and a doctorate in economic theory (2010) from the University of Campinas (Unicamp). He is a licensed teacher of economics at the Catholic University of Sao Paulo (PUC-SP) and Unicamp.
He was a Federal Deputy (Member of Parliament) under two administrations (1991-1995 and 1999-2003) and Senator of the Republic for the State of Sao Paulo (2003-2011). In the Senate he was President of the Economic Affairs Committee, leader of the Workers Party (PT – Partido de los Trabajadores) and of the bloc that supported the Government. He was also President of the Mercosur Parliament (2010), and is now Minister of State for Science and Technology.
He has published various books the most outstanding of which are “Brasil: La Construcción Retomada” (2010); “Observatorio: Colección de artículos sobre la evolución de Brasil en los últimos años” (2009); “Brasil: Primer Tiempo – Análisis comparativo del gobierno de Lula” (2006); and “El Brasil post “Real”: la política económica en debate” (1998).

The Ministry of Science and Technology, which was set up in 1985, coordinates national policy for scientific research, technology and innovation in Brazil. Its broad aim is to raise science, technology and innovation to a strategically important role in economic and social development, and to help make it possible for the results of growth to be distributed fairly among the whole population.
Its work is coordinated with various organizations in society so as to consolidate the system to foster scientific and technological research and innovation in a range of areas of knowledge, and also to strengthen areas that are important for the country’s development.
In recent years, in the context of world globalization, the Ministry of Science and Technology has revitalized its international cooperation.
The functional structure of the Ministry consists of five thematic secretariats: the Secretariat for Research and Development Policies and Programmes, the Secretariat for Science and Technology for Social Inclusion, the Secretariat for Technological Development and Innovation, and the Secretariat for Computer Policy. It is connected to support agencies and enterprises in the science, technology and innovation sector.

Ana de Hollanda – Brazilian Minister of Culture

Ana de Hollanda has been the Minister of Culture of Brazil since January 2011. She is 62 years old and she is the first woman to hold this exalted post. She was born into a family of intellectuals and artists; she was the sixth of the seven children of Sérgio Buarque de Hollanda –one of the Brazil’s outstanding historians- and the pianist Maria Amélia Alvim, and she herself is a singer, composer and culture manager. She has been involved in politics since she was quite young; she joined the old Brazilian Communist Party (PCB) and took part as a volunteer in several election campaigns. She has worked in public management, always in the area of culture.
From 1983 to 1985 she was in charge of the music sector of the Sao Paulo Cultural Centre, and from 1986 to 1988 she was Secretary of Culture in the Municipality of Osasco during the Humberto Parro (PMDB) administration. From 2003 to 2007 she was Director of the Music Centre of the National Arts Foundation of the Ministry of Culture (Funarte/MinC). For the last three years she has been Vice-President of the Museum of Image and Sound (MIS) in Rio de Janeiro.

The Ministry of Culture is a Federal Government body whose mission is to design, develop and manage the country’s culture policy. It is in charge of formulating and executing programmes to preserve, promote, encourage and disseminate creative, artistic and cultural processes in Brazil. It works to provide access to culture for the whole population and to protect the country’s historical, archaeological and cultural patrimony. It protects and disseminates Brazil’s past with an extensive network and museums and libraries throughout the country, and it safeguards the promotion of the identity and diversity of all forms of cultural expression, including promoting the cultural values of minority communities.
The Ministry of Culture consists of bodies that give direct and immediate assistance to the Minister of State (Cabinet, Executive Secretary, Director of Strategic Management, Director of International Relations and Legal Consultation). It has six Secretariats in charge of the following areas: to Foster and Encourage Culture, Cultural Policies, Citizenship and Cultural Diversity, Audiovisual, Coordination of Institutions and Creative Economics. It has seven regional representatives, in the states of Minas Gerais, Pará, Pernambuco, Bahía, Rio de Janeiro, Río Grande do Sul and Sao Paulo.
There are also seven entities connected to its structure, three autarkic and four foundations. The autarkic bodies are the National Institute of Historical and Artistic Patrimony (IPHAN), the National Cinema Agency (ANCINE) and the Brazilian Institute of Museums (IBRAM). The foundations are the Fundación Casa de Rui Barbosa (FCRB), the Palmares Cultural Foundation (FCP), the National Arts Foundation (FUNARTE) and the National Library Foundation (FBN).
The Ministry of Culture was set up on 15 March 1985, it derives from the former Ministry of Education and Culture (MEC), and its constitutional mission is to broaden the Brazilian people’s access to and enjoyment of the country’s cultural production.

Seminar and workshop about the production of multi-platform content

Crossover Labs is proud to present at DocMontevideo an introductory laboratory to study the key points in production for multi-platforms, and a mini-laboratory to start discussion and foster new collaboration among experts with different profiles.
After the 2011 Crossover Summit in Sheffield Doc / Fest we have designed this programme to help film makers understand the challenges involved in multi-platform, cross-media and transmedia projects.
According to Mark Atkins, the Director of Crossover Labs, “Part of the problem is to understand what TV platforms do not offer storytellers. I think we have to overcome the ah-ha moment after ten years of talking about this. But you still have to go a long way to find good examples of this kind of work, apart from Lost (USA) and Doctor Who (UK)”. The introductory presentation and the mini-laboratory, which will be directed by Jason Da Ponte, will give the participants an insight into the world of Crossover and will provide tools to help solve this “problem”.
The opening session will include a case study and a question and answer session with Jason. Then the participants can consider the real situation in Uruguay and they can begin to analyze what has worked in the field of multi-platform narrative and what has not.
On the second day there will be a ‘Mini-Lab’ for 30 participants that will act as a catalyst and give rise to a series of results:

• a new and fresh understanding of the new digital media
• a common language for cross-media
• new inter-disciplinary collaborations
• the generation of ideas
• new professional alliances

The use of tools and methodologies that have been perfected through ten years of experiences will make it possible to explore local challenges and begin to generate ideas that will shape the future of collaboration for multi-platform projects.

Jason Da Ponte is the Manager and Executive Producer of The Swarm, a firm in the creative cross-media field. For the last three years he worked in mobile content and services as Managing Editor of the BBC Mobile Platforms. He was executive producer for BBC Online, he presided over the BBC Future Media Forum Editorial, and he was the mentor of the BBC Creative Network. Jason is a tutor at Crossover Labs and X Media Lab, which advise small enterprises on the development of mobile digital media in the United Kingdom, Sweden, Korea and Australia. He is a consultant to the directors of Sunday Drive, a Los Angeles-based enterprise developing mobile content for cars, and to the community project Endz2Endz. He has also worked in digital media for organizations like The Economist, Flavorpill, CitySearch, FOX, The Washington Post, U.S. News & World Report and Dealtime.com.

The presentation will be on Saturday 30 July in the auditorium at the ANTEL Telecommunications Tower (Torre de las Telecomunicaciones de ANTEL) from 14.00 to 17.00.

Crossover Profile:

Since 2007 the Crossover team has held nearly 30 laboratories in four continents, with more than 500 people working on multi-platform projects.
The Crossover-labs involve creative experts in a variety of disciplines including cinema, television production, animation, video games, theatre, web design and new communications media. The aim is to share knowledge at a time of rapid change in the media and to form new inter-disciplinary collaborative links to generate new and alternative ideas for the development of cross-media projects.
Crossover uses case studies, workshops, discussion and a series of unique tools to pursue its goal of generating new ideas and new alliances in South America.

Markets for documentary

23 and 24 July 10.00 to 13.00.

This activity consists of two modules: in the first Susanne Guggenberger will analyze markets for documentary films in Europe, and in the second Diana Holtzberg will focus on markets for documentary cinema in North America.
The presentations will take place on the mornings of Saturday 23 and Sunday 24 of July, starting at 10.00 in the auditorium of the ANTEL Telecommunications Tower (Torre de las Telecomunicaciones de ANTEL).

Susanne Guggenberger is “head of the market” at Visions du Réel, in Switzerland, and coordinator of DokLeipzig in Germany. She was head of sales for TV at the distributor Autlook Films
She is a director, producer and production director.
Since 2010 she has been working as a producer for Filmwerkstatt Wien, a production enterprise that specializes in documentaries with cultural and social content geared to the international TV market. She worked as a producer at Navigator Film and was involved in the development and distribution of projects. 
For three years she was at Egon Humor Filmproduktion, where her work included production director on several television documentaries.  
In 2001, along with the Firstmedia network, she developed various projects with new formats centred on the construction of online video communities.

2nd International Workshop on Executive Production

For the second consecutive year Paco Rodríguez from Spain will run the International Executive Production Workshop, which will be a parallel activity to the DocMontevideo agenda. This workshop will tackle subjects like 360 degrees commercial exploitation, the financing of projects and audiovisual marketing, and it will examine the techniques involved in pitching and provide specific training in sales.
This workshop will be held between 19 and 29 July of 2011 at the head office of the Latu Centre for Knowledge Development. Registration is open until 15 July. The event is supported by the Promotion Funds of ICAU, LATU, the UFC&P, Motor Films and Uruguay XXI, and has received full cooperation from DocMontevideo, Audiovisual Uruguay, ECU and Animation Campus.

Paco Rodríguez is one of the most successful animation producers in Spain. In this workshop he will give us the benefit of his international experience in generating, financing and selling projects for cinema, television and other media. This event is a must for people who want to generate and export multimedia material.

Paco Rodríguez was born in Granada in 1958. He founded and was president of the Spanish Association of Animation Producers. With Filmax Animation he was involved in sales and was co-producer of Goomer, P3K PINOCHO 3000, Cid, La Leyenda, P3K – Pinocchio 3000 (3D), GISAKU, Pérez, el ratoncito de tus sueños, Nocturna and Donkey Xote. He is currently acting as a consultant for the Foreign Trade Institute (Instituto de Comercio Exterior) in the field of projecting Spanish audiovisual products internationally and as an expert on the EU Media programme.
He has been the executive producer of a range of material including Las Aventuras of Profesor Thompson (Spain), Koki (Spain, USA) which was sold to more than 80 countries, Los Caracolímpicos (Spain, France and Canada) and Capelito (Spain, France and Japan). 
In addition he is a teacher of French, a translator for the European Community, a photographer and journalist for AFA, and he has been a correspondent in South Korea, Taiwan, Hong Kong, Kenya, Zimbabwe, Ivory Coast, Zaire, Nigeria, Jordan, Colombia, Morocco, Egypt, Iceland, France and Italy. He founded PPM Multimedia and has represented more than a thousand works.

At the present time Paco Rodríguez in the Director of Media Training & Consulting, a consultancy and training enterprise for the international audiovisual sector. It provides global consultancy services in production and international sales, and follow-up on the process at any given point. It provides training that is continuous and adapted to specific needs. It supports management in the areas of feasibility and the effective development of projects in the development, production, co-production, sales and exploitation stages.

The cost of the two modules together is 5,500 Uruguayan pesos.
If they are taken separately, Module I costs 4,000 pesos and Module II costs 3,000 pesos.

Accessibility in digital TV

Free digital televisión is about to arrive in Uruguay and this is an unparalleled opportunity to democratize access to the Information Society for the whole population. Digital television has great potential to reach and include people who do not have the capacity to manage the new information and communication technologies by offering new channels of communication and facilitating access for people with sight or auditory limitations, and for an ever-increasing number of senior citizens. We will have a preview of its possible uses and become familiar with other experiences that show how it can best be made use of. That is the aim of this round table, which includes Uruguayan representatives and also guests from the Spanish Centre for Subtitles and Audio-Description (CESyA), the Argentine National Advisory Commission for the Integration of People with Different Capacities (CONADIS), and the Red MELISA (a Latin American network geared to improving the quality of interactive services and accessibility in TDT to narrow the digital gap).

The National Board of Telecommunications and Audiovisual Communication Services (DINATEL) is in charge of formulating, implementing, coordinating and monitoring national policies in the field of telecommunications and audiovisual communication services. It is geared to the general interest, which is to universalize access to information and communication technologies and thus contribute to the development of this sector and of the country. This Board or Directing Body is made up of representatives from the Ministry of Industry, Energy and Mining (MIEM). It is also responsible for designing policies and planning the management of the radio electric spectrum, and it acts in an advisory capacity for the Executive Power in the area of policies and criteria for awarding licenses and authorization for telecommunications and audiovisual communication services.

Presentation by Belén Ruiz Mezcua

Belén Ruiz Mezcua graduated in physics from the Universidad Complutense of Madrid and has a doctorate in physics from ETSI Telecomunicaciones of the Universidad Politécnica of Madrid.
She has worked in companies in the information and telecommunications sector like Electrónica Ensa and Equipos Electrónicos, that today are part of INDRA, and for eleven years she was with the firm ALCATEL which today is ALCATEL_LUCENT. She was a project designer and she also worked in management, and in recent years she was in charge of the AUDIO group and provided technical consultancy services.
At the present time she is a full professor in the Computer Department of the Universidad Carlos III in Madrid and Technical Director of the Spanish Centre for Subtitles and Audio-Description (CESYA), which comes under the Royal Board for the Disabled (Real Patronato sobre Discapacidad).
She is Associate Vice-Rector for Research at the Universidad Carlos III in Madrid for the Science Park, and is a member of the Centre for Technological Innovation for the Disabled and Dependent, and of the Centro Mixto EADS.
She has led various Spanish and international research and transfer projects in the area of voice recognition technologies, the human-machine-interface, software engineering, systems and mobile communications analysis and audiovisual accessibility.
She has written and co-authored various Spanish and international publications in her field of research.
